LUDEWA
and Kiyombo Blacksmith Project
The project was initiative by
youth who aspired to manufacture
farm implements, household utensils
and kitchen stoves, Gardening
tools and Window and Door metal
Frames.
Initially the Projects was
equipped with all necessary
tools by our German Partners
m/s AFRIKA
HILFE.
The projects are in dire need
of more working tools to meet
the production targets and market
demands.
LUDEWA
Garage and Workshop
In 1996 we fully equiped a workshop
which would provide non existing
vehicle rescue services. We
handed over the project to resident
youth who have advanced themselves
positively and not only gained
employment but need trade experience.
At Ludewa in the ownership of
Group of youths under the leadership
of mechanic Mr. Mashaka.
The workshop became a remedial
centre for motorists in the
area.
The workshop among other services
provides lubrication, Tyre services,
welding of broken car body parts,
Engine tuneup oil change and
even engine over haul.
The centre outgrew Ludewa town
and is now based at Njombe town.
Since the centre was filled
with a welding machine, an electric
Generating set, Tools Boxes
of spanners Tyre working equipment,
Car body working equipment we
would like to support it to
establish other youth group
ownership centre in the District
to provide bicycle and motorbike
services besides the motor vehicles.
LUDEWA
Green Project
In Ludewa Town we have a youth
organization for vegetable and
fruit farmers. We supported
them with finances to a project
startup. The demand for vegetable
has grown while the supply side
has not been able to match the
demand due to lack of adequate
Gardening tools, capital for
buying of seeds fertilizers,
insecticides and Gardening Books.
LUDEFO is committed to supporting
this initiative especially so
as the Group is engaged in Growing
Tree seedings for Tree planting.
LUGARAWA
Disabled Economic Group.
LUDEFO has natured this Group
since 1990 and is now producing
high quality and attractive
handcrafts, but in a small scale.
LUDEFO has proposed to equip
the centre with new sewing machines,
weaving machines, leather products
making machine and completing
a kitchen for a small restaurant
and a few bed rooms for steeping
of Transit traffic.
Mundindi
Disabled Centre to Sustainability.
LUDEFO is a firm believer in
SACCO, and is sensitizing Ludewans
into forming SACCOS. LUDEFO
promotes the SACCOS and has
been providing financial backups.
LUDEFO is promoting small-scale
environmental friendly roofing
Tile making projects at Lugarawa
and soon at Madunda and Milo.
LUDEFO is giving free consultancy
services to Ludewans on development
relation matters, poverty alleviation,
formation of economic groups,
SMEs, Education a Agri-produce
marketing.
LUDEFO regularly issues publications
as a means of information dissemination
and as a media for sensitizing
Ludewans in environmental issues,
economic issues and as an alert
to looming dangers we face,
like the HIV/AIDS, poverty,
good land usage and organic
farming.
LUDEFO is funding the research
and writing of the history of
Ludewa People.
LUDEFO is sensitizing and addressing
gender issues in the District
especially as the District is
embedded in strong cultural,
ethnic and stauch traditions.
LUDEFO is strongly promoting
environmental awareness in the
Schools and villages where we
have activities.
Clean
Water Projects
LUDEFO has provided clean running
water to Lupanga-Masimbwe Villages
as well as Madunda and Masimbwe
Secondary Schools. Recently
we installed Solar driven water
pump the Masimbwe Technical
Sec. School.
Electrification
of LUDEWA Institutions
LUDEFO has provided, installed
and maintains Solar Power lighting
systems at the Ludewa
District Hospital,
Mlangali Health Center,
Nindi Hospital, Madunda Secondary
School,
Masimbwe Trade Secondary School
and Mundindi Center for the
Disabled.
LUDEFO has also installed electric
generating sets at the
Ludewa District Hospital,
Madunda Sec. School,
Masimbwe Trade Sec. School,
Ulayas Sec. School.
In addition, LUDEFO has managed
to secure and install a few
windmills for generating Electricity;
the windmills are presently
on trial basis. ,
Trust
in Guaranteing and Acting as
Referal platform
LUDEFO has acted as a guarantor
for smaller Ludewa associations
when seeking credit facilities
to buy tractors and farm implements
for Ludewa Farmers.
LUDEFO acts as the referral
platform for development assessments
in Ludewa District as has been
witnessed by the two researches
which were conducted by the
University of Oar es Salaam
but funded by UNDP.
LUDEFO after planning, solicited
donors to provide funds to construct
the International Lodge at Madunda,
a project successfully accomplished
under the supervision of LUDEFO
LUDEFO regularly interacts
with the District officials,
and participates as the resource
organ in the Local Government
Planning meetings of Ludewa
District
LUDEFO enjoys the trust of
the central Government in that
it has a standing Tax exemption
for the AID material destined
to Ludewa District. So far forty-
(40) sea-container loads of
aid material has been handled
trustfully diligently and successfully.
Conclussion
LUDEFO has enjoyed tremendous
successes in its undertaking
due to the recognizance of the
needs by the targeted recipients.
Positive cooperation was received
from all quarters, the Central
Government, the Regional Administration
and District Authorities.
Immense support was received
from Individuals, religious
organizations who were in the
forefront in encouraging us
to go ahead and carry out our
self imposed responsibilities.
We were greatly encouraged
by the people we mention above,
but more so by people who benefited
from our selfless services.
Be they in the form of a hospital
bed, a sponsorship for education
to a very poor student or an
incentive to the hard working
teachers, nurses and every one
else the needed help was appreciated,
and the cry for more help was
imminent.
With the encouragement we received,
the success story we made, we
feel the need to extend our
mandates and serve for another
term of five years.
We are therefore, within our
plan, extending our Program
for another five years.
Since in the past ten years
we were flooded by every need
in the district, we consider
best to render the service in
a fewer selected areas in the
next five-year program.
Looking
at Past and Present Constraints.
Now, before we can focus on
the next five-year program,
we feel it prudent that we lost
at the constraints we faced
during the last ten-year operations.
Although we have enjoyed a
comparatively successful period,
and fruitful era, we did face
several fragmented hurdles during
those ten years. We list below
the major ones.
Lack
of Funds
LUDEFO has an acute shortage
of Funds to enable it employ
more professionals for implement
its envisaged projects
Is
Sustainability Attainable?
With the Mchuchuma, Liganga
coal and ore mines opening shortly.
The Ketawaka Hydro Plant coming
up, as well as the Mtwara corridor
project vigorously shaping up,
Ludewa District plays the cardinal
host to all of them. The above
major projects will create other
economic ventures like tourism,
fishing and cash crop development,
such as cashew nuts, cocoa,
coffee and Palm.
Within the next five years
we can envisage a rapid economic
growth in the area, which will
essentially produce other problems.
Due to human influx in the
form of Labor force, there will
develop rapid escalations epidemics
like sexually transmitted deceases,
and the deadly killer HIV/AIDS
decease, to list just a few.
Environmental degradation due
to human influx will be intensified
due to escalated demand for
more farm land, fire wood, housing
poles and animal grazing.
All the economic activities
in the imaginable form, bare
positive indicators towards
economical improvement, and
while economic enhancement can
be forecast, the per capital
income and buying power of the
Ludewa people will Increase
tremendously, and the negative
aspects will have their toll
against the economy growth.
LUDEFO sees the need to step
so as to balance the scales
of economies. To disseminated
Information on the inevitable
effects of change, prepare people
for the coming changes through
sensitization, seminars, workshops
and training.
LUDEFO's
five-year Development Participation
Plan 2007 - 2011
In the next five-year development
plan, Ludefo willl focus and
direct its effort towards areas,
which have imbalances in the
social and economic sphere.
While we recognize that the
Government will put in place
the needed infrastructure for
the mining and hydro power industries,
the transit infrastructure for
the Mtwara corridor, we are
aware that we must participate
in preparing our people in the
economic changes as well as
the environmental onslaught
at their doorsteps.
Therefore LUDEFO needs to position
itself strategically with necessary
ammo to appropriately equip
Ludewa by way of sensitization,
training, hold seminars, workshops
in the areas we have chosen
to make effectively participatory
contributions.
Our
Priorities for 2001-2005 are.
• Mass sensitization on the
deadly killer decease HIV/AIDS
• Sensitize the stakeholders
on the issue of the Environment
and better Land and farming
management
• Address the Gender balancing
issue so that the women folk
are liberated from Yoke of
our tribal traditions and customs,
and empower them into economic
activities.
• Fortifying our Educational
Institutions so that we may
produce the Human capital for
the
incoming industries, at both
technical and white collar job
positions.
• Strengthen our Medical Facilities
and installations to cope with
the on coming
developments.
Program
Implementation
i). Qualifications
LUDEFO has the manpower to do
undertake the program to its
success
LUDEFO has the expertise and
authoritative experience in
managing community based project
LUDEFO has the trust of the
other key players, like the
Authorities, Central Government,
Local Authorities, and Donors.
LUDEFO has the recognizance,
credibility, acceptability and
support of the targeted people.
With all the above, LUDEFO desires
to plan, manage and implement
the manifested program to its
final determination.
LUDEFO has fulfilled the prerequisites
in identifying itself with Environmental
improvement in the district
by pioneering the a forestation
project at Masimbwe, and LUDEFO
is known to spearhead the Gender
protocol.
LUDEFO enjoys international
recognition and acceptability
in group leadership and dynamism,
and participation in international
forums.
ii) Scheme
LUDEFO will adapt the same methods
it has used in the past in project
management and implementation.
However a training component
will be required to enhance
skills so that we may implement
our project scientifically.
LUDEFO will need to increase
its work force by two other
competent and qualifies project
managers to be trained by the
scheme.
LUDEFO will assign supervision
of some projects to other selected
and qualifying locally based
NGOs and CBOs and even institutions.
LUDEFO will continue to work
with its overseas Partners,
and will continue to heavily
depend on both, local and foreign
donor agencies for the major
funding of the program.
LUDEFO will explore new and
other venues for assistance
to reduce the burden concentration
on the traditional supporters.

The cost
The project will cost an estimated
US$. 3.0million 90% will be
raised through external Donors
And the remaining 10% will
be raised locally through Memberships
subscriptions. Donations and
Fund Raising
LUDEFO, with the gained experience,
is confident of steering this
plan to its terminal success
and is asking well-wishers,
donor agencies, and programs
which interlink with our vision
not to hesitate in collaborating
with us.

LUDEFO sincerely and whole heartedly

we have worked in LUDEWA DISTRICT.
If we all recognize that until
1975. When LUDEWA District was
born by act of Parliament, it
was the most list-developed
area in the region, and then
the strides achieved are of
paramount historic success.
The area was not developed
because the then Germans colonialists
set the area a side as a source
of work force, and so did the
British during their turn of
colonization
However no one can tell us
why TANU and our beloved CCM
did not recognize the imbedded
syndrome facing the area.
Like the colonialists, the
political parties through their
governments left the district
as a forgotten hinterland.
LUDEFO is very proud and glad
to have had its members work
successfully in this area since
1985, before even Ludefo was
formally registered.
The price of our hard work,
sweat is the success we narrate
in this publication.
To day we brag of having four
secondary schools
Three Technical Secondary Schools
And a handful modestly equipped
health centers,
With the help of Donors, and
here we would like to mention
them, the European Economic
Commission for funding the roads
network,
The GTZ. The German Embassy
in Dares Salaam, for funding
various projects and
Afrika Hilfe of Schondorf in
Germany for giving material
to all our projects, and
For funding our various joint
projects.
